Rumors about the way out
of the director of the Colombian Family Welfare Institute (ICBF) Cristina
Plazas were discarded. It was said she would be replaced by the current
Secretary for Transparency, Camilo Enciso. Although the purging Plazas is doing
in this institute caused discomfort among parliamentarians, the decision about her
ratification was finally taken by the president Juan Manuel Santos.
Such was
the discomfort in the Congress that she was cited to 16 political control debates.
This is the congressmen relation who had political quotas in regionals of the
ICBF: Córdoba, Bernardo Miguel "the sappy" Elías; Bolivar, Dayra
Galvis; Sucre, Eduardo Merlano; Magdalena, Carlos Nery Lopez; Atlántico, casa
Char; La Guajira, Alfredo Luque; Santander, Edgar "El Pote" Gomez;
Valle, Dilian Francisca Toro; Antioquia, Mauricio Lizcano and Augusto Posada;
Caldas, Mauricio Lizcano; Nariño, Oscar Bravo; Putumayo, Myriam Alicia Paredes
and Boyacá, Jorge Pedraza.
The balance was concerning
for the congressmen and their political quotas in the ICBF, already there are 40
detainees between officials and legal representatives of foundations which were
contracting with the regionals of the ICBF, the ones who gave
food in poor state or did not comply the nutritional needs from the minors.
In the case of Nariño the fortín of the representative Oscar Bravo, the former
director of the regional of the ICBF was arrested, Hector Fabio Quiroz
Ordonez who offered to the legal representative of the contracting firm Union
Temporal an addition of $ 1.114'000.000 to a contract in exchange of a
commission of 10 percent of the value. It was also captured the officer's wife,
Maria Fernanda Muñoz Diaz.
Since she was named in
her position, Cristina Plazas warned about each regional functioned as a loose
wheel and in most of them was a political influence. Then was presented a merit-based
competition for choosing directors and she detected a major problem: corruption
governed and the money sent from Bogota was staying with political
intermediaries who gained a double win: the management of millionaire
budget and sure votes in the voting booths in the elections.
Nevertheless the way
put of Plazas happened in the middle of the situation that generated the
protest of community mothers who had been affected in their contracts by an
outsourcing that was taking place in the ICFB. There was a fierce debate
against her in Congress headed by Senator Alexander López and days later was
made a commitment and mothers to guarantee serious contracts, rights to
organize and pension. And most importantly, improve the nutrition of children.
However, there was the situation which clarified her way out.
